CHICO PUBLIC SAFETY ASSOCIATION
MEETING MINUTES
JUNE 27, 2006


The meeting was called to order at 1725 hours by President Cheryl Marden.

Steve Allen led the Pledge of Allegiance.

Members present:
Jaclyn Kaps, Denise Dominguez, Julie Ceccato, Chellie Finkbiner, Jennifer Maloney, Lei Upton, Roxy Walters, Daphanie Burnham, Cheryl Howard, Fong Lor, January Slattery, Anita Noriega, Patricia Murphy, Vickie Mootz, Renee Anderson, Cheryl Marden and Union Rep Steve Allen.

Treasurers report was not available, however we have just over $20,000 in our account. We are still waiting to hear from Kap Porterfield regarding our 2004-2005 taxes.

CSO side letter regarding working 3/12's has not been completed yet. Human Resource Director Fulkes advised it is currently being worked on and “not to worry.”

Dispatch Mandatory Shift Rotation:
Denise Dominguez made a motion to put to ballot a change in mandated shift rotation requiring all PSD’s and CRS’s to have to work a day, swing and graveyard shift in a 24 hour period. Jennifer Maloney seconded the motion. There was no opposition and the motion carried.

Three/Twelve’s for communications:
Jennifer Maloney made a motion to have a second ballot after the first one to see if our unit should rescind the 3/12 shift all together. Denise Dominguez seconded the motion and then rescinded it. Julie Ceccato seconded it. The motion carried on a vote of 6 to 5.

Ballots:
Cheryl Marden will have a sample ballot for review prior to putting it out for vote. If interested, see Cheryl this week. The ballot will go out, but voting will remain open for approximately two weeks to enable those on vacation a chance to vote.

Re-openers:
We are currently putting together a list of re-opener options so we will be prepared in October. Suggested re-openers so far are:

1) Medical fund for retirees
2) Longevity pay
3) City to report the employee contribution portion of PERS that the city pays for the employee as income to PERS.

We will continue seeking suggestions. If you have anything - not raise related - contact a board member.

Fund Raising:
Tabled until after summer.

CPSA Bylaws:
The board needs to get the bylaws cleaned up.

CPSA Bulletin Board:
Denise Dominguez made a request for CPSA to research the cost of a bulletin board for the hallway.
